How Support Is Considered
Claim Quality
Strength of evidence, documentation, and institutional linkage.
Claim Quantity
Volume of documented incidents and established patterns of behaviour.
Verification Status
Review progress and validation through the IC3CSI and (IBIS) process.
Impact Level
Severity and long-term consequences of the harm recorded.
Support Flow
1. Claimant submits and develops evidence.
2. Evidence is documented and structured (ic3csi).
3. Claims undergo review and validation (
IBIS).
4. Support discussions are opened based on claim strength.
5. Contributions are directed to qualifying claimants.
Important Principles
- Support is not automatic or guaranteed.
- Support is not a purchase of claims or outcomes.
- Support does not alter liability records (RLT).
- Support is separate from future settlement (Black Euro).
- All decisions remain evidence-based.
Why This Exists
